Retail is one of the clearest industries in which HR access can diverge between headquarters and the workplace. The statistical boundary needs care: Romania's broad NACE Section G combines wholesale trade, retail trade and the repair of motor vehicles. For that reason, Section G figures in this report are used only as scale context, while retail structure is examined at Division 47 class level where defensible data exists.
In 2024, the average number of employees in the broader Section G increased by 16,500 compared with 2023. In the INS survey of full-time employees paid for the whole of October 2024, Section G accounted for 16.6% of the employees covered. Neither figure is retail-only, but both show the scale of commercial employment.
For operating structure, an INS-derived mirror reports 36,191 active local units in 2024 for NACE 4711, non-specialised retail stores with food, beverages or tobacco predominating, and 17,691 for NACE 4791, retail via mail order or the internet. These classes must not be added together as if they represented all of retail. They are useful because they show how fragmented retail operations can be.
Structure
A distributed operating model behind one central HR team
Retail places a central HR team behind a large network of workplaces. Headquarters may have an HRIS, payroll tooling and fully digital policies, while the employee in a store experiences HR through the store manager, a phone and local routines.
That difference is where the HR Access Gap becomes operational: the company owns the system, but employee access depends on the channel and the infrastructure available in the store.

Operations
Why the store manager becomes part of the HR interface
Attendance, rosters, leave, training and policy questions all create local exceptions. In a large network, that process is not simply an HR process. It is a distributed one: every store generates absences, shift swaps, late arrivals, leave requests, mandatory training and questions about policy.
When every exception has to travel through the store manager, the manager becomes the interface between the employee and HR. This can work, but it creates handoffs and makes the quality of access depend on an intermediary being available and consistent.
Limits
What this research does not show
The sources used here do not measure how many retail employees have corporate email, laptops or direct HR self-service. There is no official HR Access Gap statistic in any of them.
The growth in broad Section G employment also does not prove that demand for HR software increased, and the number of local units says nothing about how employees are distributed across them. Neither employment levels nor wage levels evidence a labour shortage, a retention problem or a productivity difference.

The HR Access Gap
RevoHR uses the term HR Access Gap for the distance between the HR systems the employer owns and the HR services the employee can actually reach. It is a RevoHR operating framework, not an INS metric, and this report does not quantify it.
A useful audit follows five employee journeys at store level rather than reviewing the HR system from headquarters.

- How does an employee request leave?
- How does an employee correct an attendance record?
- How is mandatory training delivered, and how is completion evidenced?
- How does an employee ask an HR question without depending on the store manager being present?
RevoHR becomes relevant where those journeys need to reach the employee's phone, work in the employee's language and still enter a controlled HR and manager workflow. The data in this report does not measure the outcome of those processes; it explains why access to them becomes structurally important in a network operation.
