This report keeps broad transport-and-storage employment separate from road-freight activity, and asks what each can and cannot tell us about how HR reaches a mobile employee.

    A road-transport report should be kept distinct from RevoHR's existing logistics and warehousing research. That publication uses Section H as the broad universe and Division 52 for warehousing and transport-support activities. This report has a different subject: mobile work and road transport.

    As broad context, Section H averaged 301,707 employees in 2024, and average employment in transport and storage increased by 5,800 compared with 2023. Neither figure is a road-transport total, and Division 52 sits inside Section H rather than beside it.

    Eurostat reports that Romania generated 67 billion tonne-kilometres of road freight transport in 2024. Separately, an INS-derived mirror shows 36,845 active local units in 2024 for NACE 4941, road freight transport. Together these indicators describe a high-activity, highly distributed operating sector, but they do not tell us how HR processes are organised.

    Road transport differs from a factory or a store. The employee may start at a depot, spend hours or days on the road and return through another operating location. There is no single shift-start point where everyone can be reached at once.

    That changes the access question. A portal available at headquarters is not the same thing as HR access during work, and a notice board in a depot reaches only the people who pass it.

    Documents and exceptions are operational, not administrative

    Road transport creates a practical set of distributed HR journeys: rosters and rotations, leave, documents, urgent communications, training and HR questions. Each of them has to find a person who is not in the building.

    This report does not claim that all of those processes are manual across the industry. It explains why the mobile operating model makes direct access more important than it is in a fixed-site operation.

    European context

    What the modal split does and does not say

    Between 2014 and 2024, road transport's share of Romania's freight modal split increased by 14.8 percentage points in Eurostat's measure. This is a change in the structure of freight activity.

    It is not evidence that driver employment grew at the same rate, and it must never be reinterpreted as a Romanian workforce measurement. Freight activity and employment are different series, on different units, from different statistical systems.

    The HR Access Gap

    RevoHR uses the term HR Access Gap for the distance between the HR systems the employer owns and the HR services the employee can actually reach. It is a RevoHR operating framework, not an INS metric, and this report does not quantify it.

    The practical question is whether a driver can complete an HR journey without travelling to an office or relying on a dispatcher as the message carrier.

    Four questions for a road-transport operator

    • Can a driver check a roster or a rotation without calling the office?
    • Can a driver request leave, and see the status of that request?
    • Can a driver send a document from the road, and can the company see what is about to expire?
    • Can a driver get an HR answer without the dispatcher acting as the HR helpdesk?

    RevoHR can reduce the distance between a mobile employee and central HR systems by using the phone as the access point while keeping the workflow auditable. The data in this report does not measure the outcome of those processes; it explains why access to them becomes structurally important when the workplace moves.
